Gladstone tried to influence Government policy on the Eastern Question by appealing directly to the public, both on the platform and through the press, on behalf of the Bulgarian victims of Turkish persecution.
John Tenniel's setting within a Turkish bath shows that by this time everyone was familiar with what the inside of such baths looked like, and that it was an instantly recognisable symbol, despite the latin term over the doorway.
